When you do the combinatorics, you can't just flat multiply the chance by the combinations. The result of the combinatorics is an effective number of tries; the actual result should be 1-(1-p) combinations. The lowest item level in the vendor recipes is 60. If there is an item level less than 60, this recipe will become an Orb of Chance vendor recipes. That is one of the reasons why some players wonder why the vendor recipes are not working. Meanwhile, if there are many item levels large than 74, it will not change this Chaos Orb recipe. Remember, it just depends on the lowest item level.
To find the item level of an item, hold down the ALT key while hovering the cursor over the item or hold down the left stick (L3) on an XB1 or PS4. The item level will be shown above the level requirements in the item description.

Exalted Orb and Chaos orb are all used to change rare item. But Chaos Orb changes the mods randomly. Exalted Orb adds new mods to a rare item. If the rare item has 6 mods, then Exalted Orb cannot enchant new mods.
